Exciting Changes to Gambling Regulations in the Netherlands
After much anticipation, the Dutch Government has finally released their updated gambling regulations in the official gazettes. These new rules prohibit the use of sports teams in advertisements, but sponsorship is still allowed. Additionally, there are some changes being proposed regarding bonuses.
These upcoming regulations outline how online gambling will be conducted in the Netherlands once they are passed later this year. Previous versions of the proposal only banned athletes from appearing in gambling ads, but after receiving feedback from the public, non-sporting figures popular with younger generations were also added to this list.
Respondents to the government’s consultation expressed concerns about sports teams’ influence on young people, leading to their inclusion on this list. While these changes may present challenges for operators’ advertising strategies, player protection is considered a top priority by authorities. However, there is some good news for gambling institutions as well – license processing fees have been capped at €48,000.
What Do These New Regulations Include?
In addition to banning certain advertisements and limiting wagering on specific sporting events (such as lower division football matches and underage competitions), there are also restrictions on bonuses and lotteries. Players who do not opt-in for bonuses will still be eligible for perks and there is no longer a blanket 60-day restriction for players who have received an intervention due to problem gambling. Instead, authorities will focus on more direct actions rather than imposing long-term bans.
Lottery providers are also no longer required to engage in addiction prevention efforts, as this was deemed unnecessary. The new regulations also prohibit timed bonuses and require operators to conduct risk analysis for individual games in their library.

While the gambling industry is constantly evolving, it remains a major market worldwide. With new laws being implemented, it’s hard to predict what lies ahead for this industry. Compared to countries like the USA, the Netherlands has relatively relaxed gambling regulations. Despite previous attempts by authorities to control the industry, none have been entirely successful so far.
